GSMA and Vietnam Digital Communications Association collaborate to boost telecommunications sector

17 April 2025

In a strategic move amid potential trading challenges with the United States, Vietnam has announced a new collaboration with the GSMA to enhance Vietnam's ambitions for economic growth, particularly within the telecommunications sector.

The GSMA and the Vietnam Digital Communications Association (VDCA) recently signed a memorandum of understanding (MoU) to deepen cooperation and accelerate Vietnam's mobile and digital communications ecosystem. The VDCA, established by the government in 2011, serves as a leading social-professional organization dedicated to the advancement of digital technology and communications in Vietnam.

Through the MoU, the GSMA and VDCA will align their efforts with the Vietnamese Government's Information and Communication Infrastructure Plan for 2021-2030. Key goals outlined in this plan include:

• Expanding broadband infrastructure to provide 99% of the population with access to 5G networks by 2030.
• Promoting environmentally sustainable digital infrastructure.
• Creating innovation zones to foster technological development.
• Establishing Vietnam as a regional hub for network and data security.

The collaboration will leverage technical expertise and promote industry events while convening stakeholders through platforms for thought leadership. The GSMA will contribute by sharing its global experience in spectrum policy and cybersecurity frameworks. Resources that will be made available include:

• The GSMA Mobile Threat Intelligence Framework (MoTIF).
• Guidelines on fraud prevention and quantum-safe technology.
• Global best practices in regulatory governance.

These resources aim to support Vietnam in achieving its strategic telecommunications and digital goals.

This collaboration comes as Vietnam positions itself as a burgeoning digital economy with significant global potential. The GSMA and VDCA will further discuss strategies to accelerate Vietnam’s progress during the upcoming GSMA Digital Nation Summit in Hanoi, where senior government officials, global tech companies, and industry experts will convene. This summit will explore how emerging technologies — such as artificial intelligence (AI), GSMA Open Gateway, and open RAN — can drive Vietnam's next phase of digital development.
