Both companies emphasize their shared commitment to supporting the country’s national goals of financial and digital inclusion through joint awareness campaigns and educational initiatives. By working together, they seek to simplify user experiences, reduce distribution costs, and deliver locally relevant solutions that serve Cambodia’s diverse customer base.
The partners plan to implement their collaboration in phased stages, with upcoming announcements expected to detail integrated products and co-branded initiatives, focusing on advanced digital payment solutions and improved customer engagement.

Smart Axiata, with over eight million subscribers, remains the second-largest operator in Cambodia, behind Viettel Cambodia’s Metfone, which boasts over nine million subscribers. Cellcard, the third-largest, has more than four million subscribers. This partnership signals a strategic move to leverage digital and telecom synergies to accelerate financial inclusion and digital transformation across Cambodia.
