ADB invests $30 million to modernise and expand Tcell mobile network in Tajikistan

This week, a significant financing agreement was announced to support the upgrade of Tajikistan’s Tcell mobile network, aiming to improve both service quality and accessibility nationwide.

The Asian Development Bank (ADB), a prominent multilateral development institution dedicated to fostering inclusive and sustainable growth across Asia and the Pacific, has partnered with Indigo Tajikistan Closed Joint Stock Company, the owner of Tcell, to provide a US$30 million equivalent local currency loan.

This marks ADB’s first non-sovereign loan in Tajikistan. The funds will be used to finance capital expenditures for the company’s investment program, focusing on expanding and modernizing the mobile infrastructure. Specifically, Tcell plans to procure and install new telecommunications equipment to increase the number of 4G sites by upgrading existing 2G and 3G networks, thereby boosting overall data transfer capacity.

The Tcell Mobile Network Expansion Project aims to improve telecommunication services across Tajikistan, especially in underserved rural areas where over 70% of the population resides. The project will also incorporate energy-efficient technologies to promote sustainability.

“Through our collaboration with Tcell, we are not only enhancing connectivity by strengthening infrastructure but also supporting employment, education, healthcare, and access to digital services,” said Ko Sakamoto, ADB Country Director for Tajikistan.

Ozodkhon Davlatshoev, CEO of Tcell, highlighted that the funding will enable the company to align its infrastructure development with Tajikistan’s national digitalization agenda, catering to rising demand for connectivity. He also noted that the investment will pave the way for the introduction of 5G services in urban centres and significantly improve connectivity in remote rural regions.

Network enhancement efforts in Tajikistan have been prominent this year. In March, Tcell’s competitor MegaFon Tajikistan announced the activation of 60 new 4G base stations across the country, further demonstrating the country’s ongoing efforts to boost mobile service quality and coverage.
